Every wallet that holds $RLYS is a citizen of the city. Citizens receive the hourly airdrop, read the town hall first, and, above a certain stake, hold the keys to the Pro Screener. This is where the city meets.

Once the token is live, this page lists the city's standing: citizens paid in the last round, councillors, and the longest-standing wallets. All of it computed from on-chain balances, none of it editable by hand.
